Thousand of DTVs being sold with built-in obsolescence

Why is the FCC letting DTV manufacturers get away with selling thousands of sets in violation of V-Chip 2.0 rules? In addition, aren't DTVs just computers with big screens? Why can't they be patched automatically like regular computers?
